 Terms of Reference for what Waterways consultants call the Project Reference Group as suggested by Waterways Consultants are:

  1. Focus discussions on issues associated with the Homebush Bay Remediation Project including the remediation of the sediments of Homebush Bay and the UCAL site. It makes sense for Meriton Apartments to be involved and for this to include the Allied Feeds site owned by them.
  2. Register community concerns about the Project and its impacts. It should also register the dealing with and outcome of those concerns.
  3. Provide input to the project team at appropriate stages of the Project. The input should be regular eg Monthly at a minimum.
  4. Participate in discussions with other members of the Reference Group to resolve issues and problems and learn about a range of aspects of the remediation process. Learning should also be about the implications for the environment and the relevant stakeholders.
  5. Take advice from and provide advice to the project team on those issues which the Reference Group believe need to be canvassed with the general community.
  6. Take advice from and provide advice to the project team on the most appropriate mechanisms for passing on information to the wider community.The group should be able to also obtain independent advice at the cost of the proponents and have a member who is independent of developers and not a direct government employee like Homberg had.
  7. Disseminate information as agreed by the Reference Group and approved by the project team to their constituents and the wider community. Dissemination of information should be at the cost of the proponents. Approval should not be able to be withheld by the project team if the information could be obtained by freedom of information application.
  8. Report regularly to the project team, and receive reports from them, on the outcomes of the communication.
