An EIS is necessary for the proposed works on
the former Union Carbide site at Rhodes and the
strip of dioxin contaminated sediments in Homebush
Bay because the site is State Significant
Development.
The matters to be covered in the EIS are set
out in the Director General of the Department of
Urban Affairs and Planning's Requirements.
("the DG's Requirements").
The DG's Requirements were determined by
reference to various government departments over 2
years ago, but have been "refreshed"
recently. They have never been the subject of
community consultation. This was the normal
practice, but there have been exceptions such as
the EIS for the destruction of Orica's HCB's at
Botany. The DG's Requirements consist of a series
of letters from various government departments.
They have been made available to members of the
EIS CLG for Review.
